CSL was retained by the City of Las Vegas, Clark County and the University of Las Vegas to serve as the primary consultant for a "blue ribbon" committee that was assembled to determine the viability of the markets' current venues and the demand for additional venues. CSL assembled a team of consultants in 2006 to evaluate the current conditions of Thomas and Mack Center and Sam Boyd Stadium. As a part of the analysis, CSL evaluated the market demand for a new arena and stadium as well as the viability of a professional sports team. The analysis included an evaluation of the market demand for premium seating for a renovation to the Thomas and Mack Center as well as a new arena. The analysis also evaluated 19 various sites as potential locations for a new arena.

Subsequent to the completion of the report, CSL was engaged by the City of Las Vegas to serve as their advisor in the City's pursuit of the new arena. As a part of this process, CSL issued a RFP for developers, interviewed four developers and selected one group to negotiate a development agreement. CSL is currently negotiating on behalf of the City with a development group for the construction of a $600 million arena project and a $9 billion related project.
