In September 2006, CSL was selected to provide professional planning services to the City of Minot related to study of the use and coordination of community facilities in Minot, including a detailed market and financial feasibility study related to a proposed multipurpose athletic/recreation facility.

The study focused on analyzing these facilities and their ability to meet the current and projected needs of the community, as well as whether there is a current demand for a new multipurpose athletic/recreation facility in Minot. Throughout the study, different forms of athletic/recreation facilities were examined, including stand alone stadiums, indoor multipurpose recreation facilities and hybrid facilities which included the incorporation of inflatable dome structures for winter use.

Tasks in this study include the analysis of market demand, building program and event levels, construction costs, financial operations, economic and fiscal impacts and funding alternatives.
