SCOPE OF WORK:	Negotiation Assistance Financial Operations Analysis Comparable NBA Arena Analysis Industry Trends

In 1999, Bexar County retained CSL International to serve as a financial advisor related to the development of the new AT&T Center for the San Antonio Spurs. CSL assisted the County in negotiations related to appropriate development agreements during the initial planning stages for the facility. CSL also evaluated the financial implications of the various arena development proposals, assisting the County in selecting an appropriate development plan.

Subsequently, CSL assisted the County in conducting negotiations with the Spurs related to a variety of arena-related issues. Through comprehensive reviews of development agreements, lease agreements and other such documents for a number of recently completed NBA arena projects, CSL identified trends related to typical NBA arena financing participation, revenue sharing, operating control and other such considerations. The results of this analysis assisted the County in negotiating acceptable arena lease and operating agreements.
