In 2006, CSL was retained by the City of San Antonio and a consortium of local stakeholders to help facilitate the creation of a formal long-range strategic plan for the San Antonio visitor industry. Titled "Destination SA", the basic objectives of the work were to provide the community with a plan to: (1) enhance the attractiveness of the destination for visitors and residents; (2) protect and enhance the unique cultural and historical characteristics of the San Antonio destination; and (3) enhance the ability of the visitor industry to create significant economic benefits for the residents of San Antonio.

The master planning process consisted of a detailed evaluation of infrastructure, facilities (including the Henry B. Gonzalez Convention Center), housing, public finance strategies, public/private partnerships, investment and coordination needs within the community and included recommendations for public and private investment and policy adjustments to better position the San Antonio destination for future economic growth.

Key components of the effort included a focus on better integrating connectivity and pedestrian-friendly spaces among and around key existing and planned facilities and sites. Recommendations were made with respect to the most pressing needs for both public and private investment in targeted areas, with a focus on overall brand identity, theme and visitor/patron experience. Efforts included in-depth market research, branding sessions and focus groups with more than 100 area stakeholders and business leaders, analysis of historical convention and visitor activity, over 1,500 surveys of local stakeholders, business and leisure visitors and benchmarking analysis of nationwide visitor destinations and brands.
