The City of Tulsa retained CSL to perform a market, financial, and economic impact study for a new arena to replace the existing Convention Center Arena. The analysis was a component of an overall City public assembly masterplan analysis which also included an evaluation of a ballpark, expansion of the convention center, an MLS stadium and an amphitheater.

As a result of the feasibility study, the City decided it was in their best economic interest to pursue the development of a new arena and expanded convention center, while opting to delay any action on the MLS stadium, AA ballpark and amphitheater.

On September 9, 2003 Tulsa County approved a one penny 13-year increase in the Tulsa County Sales Tax for regional economic development and capital improvements. The package called "Vision 2025: Foresight 4 Greater Tulsa" was the culmination of a long and arduous effort to grow economic and community infrastructure for future generations. The Vision 2025 project was approximately $885 million for thirty-two different projects.

After the successful vote, members of CSL while working at a different firm, were selected to undertake the marketing of the premium seating, naming rights and sponsorship sales at the new arena. In total, upwards of $40 million was generated for the project from those sales.
