RFP Issued for the Development of a New Headquarters Hotel in Bemidji, Minnesota


The City of Bemidji (Minnesota) invites proposals from qualified developers or development teams to plan, design, finance, construct and operate a quality hotel that will serve as an attached headquarters hotel for the Bemidji Regional Event and Convention Center (BREC). Proposals are due November 19, 2009. A downloadable copy of the RFP and additional project information is located at the City’s website:

Currently under construction with a planned opening in October 2010, the BREC will be a state-of-the-industry arena and convention center serving the greater regional area. The arena will become the new home of the Bemidji State University Beavers Division I hockey program, a new member of the WCHA.

CSL was originally selected from a field of proposing firms in 2006 to perform a market, financial and economic impact feasibility study for the then proposed BREC. CSL completed the initial study in 2007 and was subsequently re-engaged to provide on-going services related to building program, financial, economic impact and design issues. Further, CSL helped with negotiations regarding lease terms between the City and Bemidji State University for the school’s hockey programs to be the primary tenant for the arena component of the facility. CSL is currently assisting the City of Bemidji with the evaluation of a potential transaction and partnership with a private hotel developer.
